Sanitation Ministry says public perceives it to be ineffective because it lacks spending power The Ministry of Sanitation and Water Resources says the perception that it is ineffective is due to the Ministry's interdependence on other Ministries and Agencies. The Sector Minister, Kofi Adda, at a forum to solicit ideas to prepare a sanitation Master plan for Accra said his Ministry is only in charge of policy and monitoring while other institutions like the Ministry of Local Government and the Common Fund Administrator are in charge of funds and the local Assemblies. He said this situation makes it difficult to easily achieve results especially when they all have a different focus. According to him, the Integrated Urban Environmental Sanitation Master plan which will see an implementation in 2019 will streamline the activities of all these agencies and institutions to ensure effectiveness. Mr. Kofi Adda also hinted of proposals for the establishment of an integrated facility to collect and recycle waste. The plant which will be the first of its kind in West Africa will be a substitute to landfill sites and end the situation where garbage collected on National Sanitation Days are left on the shoulders of the road unattended to.
